医院及养老托幼机构外，其余市级及以下机关事业单位、国有企业内部停车场库均纳入开放范围。开放比例上，原则上，各开放单位对外开放共享泊位数不少于总泊位数的30%。配备新能源充电设施且具备条件的，应同步开放共享，开放比例同样不低于30%。鼓励位于中心城区和商业区的开放单位进一步提高开放比例。开放时间方面，统一为工作日下班后1小时至次日上班前1小时；双休日、法定节假日则实行全天开放。收费标准方面，相关开放
